let's start with some basic traits as an introduction before going a little deeper. despite what many say about makima (especially when seeing her through a human moral lens), she does express layers of kindness that can be seen through the way she views humans. in makima's mind (and in others who fear control), she's above humans. she sees them the same way humans see dogs- she likes them, though, and her base friendliness is proved through her appearance. the more human-looking a devil is, the more docile and friendly toward humans it is. she manipulates many of them so that she can live side by side with them- acting like them, caring for them, doing certain things that she doesn’t really need to do and considering their well-being as a whole and striving to make their world better. under questionable circumstances, but, it was a goal of hers during the course of chainsaw man. makima also has wits; i wouldn’t say she’s a genius, but she is smart and knows how to read the majority of situations (mostly by repeating or mimicry; an example of this can be when she explained to denji what it means to have an intimate relationship with someone that was very believable, like a scene from a movie or book, vs actually being unable to recognize or understands pochita’s feelings for denji). she devised an entire plan to destroy denji’s psych, she built herself up from the bottom to the top of the public safety bureau,  so surely, she has the brains and is cunning enough to do rational things and fake emotional ones.
 
through human eyes, makima is horridly manipulative and she does it nearly all the time. to makima, what she’s doing when she emotionally manipulates someone isn’t bad, or done in ill will with nefarious scheming involved. if anything, she believes she’s doing so out of necessity to achieve her goals and even one’s focused on a greater good. manipulating or sacrificing someone is either for their good or for humanity as a whole, so it’s an end that’s thoroughly justified in her head (when she controls aki and angel devil without second thoughts to defeat the gun devil, for example, and tells them “sorry, but i had no choice”). tied with this is makima’s lack of empathy. she looks human, but— she’s not human. she’s a devil. when makima kills power and brings denji back into her apartment, she acts like nothing has happened, and when denji asks, shocked, if it was all a dream, makima laughs. she throws her head back and guffaws because it’s amusing, like how a dog whines when it’s separated from a fly it made friends with. not because she finds amusement in suffering, but because . . .  it’s cute! plus, it was another step toward bringing chainsaw man to her. his feelings didn’t really matter to her in the first place, but the result did.

being found and taken in by the japanese government changed who makima would be shaped into and explains why she is how she is. the government is who taught her how to treat people as disposable pawns. like dogs, as the government board proper calls her employees, and reminds makima to "not get attached" (to which she wears an odd expression that i could only read as repressed disappointment). makima has also explicitly mentioned finding the tokyo bigwigs "scary" and wishing not to have a meeting with them, instead wanting to have her lunch in peace and reminiscing about the evening before when she shared happy hour with her employees. by the government, makima is treated as a means, a necessary evil collared by the state— and her manipulative nature is heightened to reach a goal of creating a "perfect world" in hopes to have something, anything, close to a family. because growing up with these guys, who taught her that a perfect smile, a believable act, power and manipulation are what you need to make the world a better place, is what kept her the farthest away from what she truly yearns for. she has become a monster because of them, and in her canon setting it thus made it impossible to change. makima wants to make the world a better place for humans to thrive in. how she goes about that is, of course, wrong across most human standards for what is "good".

her nature as the control devil kind of influences this in a way that makima thinks the only good way to "take care of humans" is by manipulating them. she acts kind because duh, that's what humans want and react positively to. she is prone to shift herself in ways that tend to meet the needs of those that interest her just so they will stay obedient and under her wing. the truth is makima is so hilariously and desperately lonely that she'll manipulate people into showing romantic interest for her (including mind control or just regular ol' manipulation). she has convinced herself that "they love me" when their love is not real, but god damn does she want it to be real. she wants something to be real which will be better explained in the prompt below. basically, makima considers herself superior and thus takes it upon herself to be the only necessary evil actually necessary in the world by destroying everything that is 'imperfect' or ''''''bad''''''', anything that causes human suffering or discomfort of some sort, to make them 'happier. what her philosophy is is just a misplaced extension of her desire.

and what is her desire? get ready for this one. makima wants a hug with heart in it. she wants a family. she wants meaningful connections and equal relationships with others, but alas! she goes about it the completely wrong way, but this is mostly because she doesn't know any other way. makima has already stated that the way she sees humans is similar to how humans see dogs, or any other pet. she has affection for them, she's quite fond of them to the point that she does everything she can to be like them and take their 'well being' into consideration (but never quite gets it all). and how do humans think, when they love their pet? they want to take care of them. even if they are affectionate and loving, it's only natural that humans see themselves as the dominating species-- pets will never be equal because they are animals who, fortunately, or unfortunately, aren't really aware of what's best for them. they're just there. alive and chilling and needing attention and food and a home and care, and that is how makima sees people, and that is why her desire is always so far away and why she has fucking seven dogs hauled up in an apartment-- because she cannot see and understand the human being the way they truly are, with their emotions and imperfections, and will continue to be a lonely dog lady until she does.
